This tutorial looks best when you use a dark tube, if it's too light, you would need to darken the layer after applying "Spotlight"
The example was made with PSP X and Jasc Animation Shop
1.) Open a new raster layer 800x300 pixel
2.) Copy and paste your tube as new raster layer/ duplicate
3.) Effects / Muras Meister / Copies / Wallpaper rotate / default settings
4.) Adjust / Motion Blur
5.) Effects / Image Skill / Displacement Map (cell10.jpg)
6.) Effects / Edge Effects / Enhance
7.) Effects / Xero / Porcelain / default but change the blue channel to 0 / crop your canvas
8.) Duplicate / Effects / Filter Factory A / Spotlight
9.) Selection / select all / float / defloat / modify / feather 25 pixels / selection invert / hit DELETE on your keyboard 2x / deselect
10.) Highlight your bottom layer
11.) Rectangle Tool / foreground none / background to a color or gradient of your choice and draw a big banner like in my example
12.) Convert to raster layer / Effects / Edge Effects / Enhance 2x
12.) Add a drop shadow and apply Xero / Porcelain / merge this layer with your bottom layer
13.) Highlight your top layer / copy and paste your tube / add drop shadow
14.) Add a new raster layer / selection / select all / modify by 2 pixels / selection invert and fill with a color of your choice / drop shadow
15.) Merge down with your tube layer
16.) Add the artist's © / url and your license and add your name / merge down again with your tube layer
17.) You should have 3 layers now ( bottom with the BG and banner, the spotlight one and the top with tube, frame and credits/name)

Animation
1.) Highlight your spotlight layer / copy and paste as new animation to your Jasc Animation Shop (AS)
2.) Effects / Insert Image Effects / Under Water ( I used 6 short waves)
3.) You have 17 frames now / delete the first one
4.) Go back to your PSP and copy and paste the bottom layer as new animation to your AS
5.) Hold down CtrL and hit "L" on your keyboard till you have 16 frames
6.) Highlight your Underwater Animation / Edit / Select all / Copy
7.) Highlight your BG frames / Edit / Select all / paste into selected frame
8.) Back to your PSP / Copy and paste the top layer as new animation to AS
9.) Repeat step 5
10.) Edit / Select all / copy
11.) Highlight your BG frames with the underwater effect / Edit / paste into selected frames
12.) View Animation / save as ......gif
